I have used Rufus extensively for years to install at least 50 different Linux distros, and this explanation is perfect and very poetic.

"This image uses Syslinux 6.03/20151222" rufus is saying this because its detected its different from what it was expecting, Windows, and will then download what it needs to make your bootble Linux. Guessing again here, this is probably to keep the size of a standard rufus download small ( its a free download remember and server costs have to be covered ). So, presumably, the additional information needed to create Linux bootable media isn't included in a standard download of rufus. Most people use rufus to create Windows bootable media. It doesn't know how to but it knows you're asking it to do something it can't so the player searches the Internet and downloads the needed information, a codec, so that it can and there you go it plays FLAC files.

Now lets say you ask the music player to play some FLAC files. This music player can only play MP3 files "out of the box". Imagine, if you will, you have a music player installed.
